Development Planning of Sports Industry in Hangzhou during the Tenth Five-Year Plan

The "Fourteenth Five-Year Plan" period is an important opportunity period for our city to persist in deepening reform and innovation and promote the high-quality development of sports. In order to co-ordinate the work of sports industry in our city during the 14th Five-Year Plan period, this plan is formulated according to the deployment of Zhejiang Sports Industry Development Plan and Hangzhou Sports Development Plan. The planning scope is the administrative area of Hangzhou, and the planning period is 2021-2025.

I. Basis and background

(A) realistic conditions

During the "Thirteenth Five-Year Plan" period, under the background of rapid economic and social development, the sports industry in our city has been growing in scale, with an obvious growth rate, and gradually formed a relatively perfect industrial system, a prosperous consumer market, excellent brand competitions, a fair market environment and a high fitness enthusiasm, laying a solid foundation for the sports industry in our city to achieve high-quality development goals in the "Fourteenth Five-Year Plan".

1. The scale of the industry has grown and the brand effect is remarkable. During the "Thirteenth Five-Year Plan" period, the scale of the sports industry in our city continued to grow, and the total output value of the sports industry accounted for a gradual increase in the city’s GDP. In 2019, the total output value of the sports industry reached 68.5 billion yuan, and the 60 billion output value target of the "Thirteenth Five-Year Plan" was completed ahead of schedule. By the end of 2020, there were 7,790 sports enterprises in our city’s sports enterprise directory database, of which 6,111 pieces of data were verified and entered into the provincial sports enterprise directory database. Successfully created a national sports and leisure township, listed in the provincial sports and leisure township training list of 4, sports and leisure tourism demonstration base of 5, 7 boutique routes, listed in the provincial sports brand event directory database of 19 projects, and strive to play the role of demonstration and guidance of industrial brands.

2. The industrial structure was formed and industrial integration was strengthened. During the "Thirteenth Five-Year Plan" period, the city basically formed an industrial structure dominated by sporting goods manufacturing, sports fitness and leisure, sports competition and performance, and coordinated development of sports leisure, sports training, sports tourism, sports cultural creation and sports health services. The sales of sports lottery tickets grew steadily, reaching 16 billion yuan, far exceeding the target of 10 billion yuan in the 13 th Five-Year Plan. The integration of sports industry with tourism and leisure, cultural creativity, digital economy, medicine and health care, film and television media and other industries has been continuously strengthened, and the scale of leisure sports industries with their own characteristics, such as mountain outdoor, water sports, air sports, ice and snow sports, outdoor adventure and jungle crossing, has continued to grow, forming a number of outstanding sports tourism destinations with international reputation, and promoting the development of tourism, culture, finance and other industries together.

3. Brand building, led by key enterprises. Taking the Asian Games City Action Plan as the starting point, our city vigorously promotes the settlement of international brand events and the cultivation of local sports brand events. In 2019, the city held more than 1,600 sports events, and successfully held more than 10 local international brand events in Hangzhou, such as Qiantang River International Surfing Competition, International (Hangzhou) Yixing Conference, and Hangzhou (West Lake) International Famous School Rowing Challenge, which provided rich events for the citizens and played an important role in creating an international "sports event window" with Hangzhou characteristics, promoting the transformation and upgrading of sports consumption, and demonstrating the new kinetic energy of the sports industry. In the past five years, the city has basically formed competitive sports enterprises and brands that manufacture water sports equipment, outdoor sports equipment and family fitness equipment, and built two national sports industry demonstration units, five provincial sports manufacturing demonstration enterprises and eight provincial sports service demonstration enterprises, which have made outstanding contributions to improving and expanding the industrial chain, promoting the coordinated development of upstream and downstream enterprises, promoting industrial agglomeration and activating the sports industry ecosystem.

4. The development environment is optimized and the development effect is remarkable. During the "Thirteenth Five-Year Plan" period, a total of 81 projects received provincial sports industry support funds, and the total amount of sports investment was 1.624 billion yuan, which injected financial impetus into industrial development. A series of documents, such as "Implementation Opinions of Hangzhou Municipal People’s Government on Accelerating the Development of Sports Industry and Promoting Sports Consumption", were issued, surveys of sports enterprises and sports institutions were widely carried out, and the directory database of municipal sports industry institutions was continuously built, which created a good development environment for industrial development.

During the "Thirteenth Five-Year Plan" period, the development of sports industry in our city has achieved remarkable results, but there are still some prominent contradictions and problems in the process of development: First, the development quality, intensive degree and overall level of sports industry are not high; Second, the vitality of sports market players and citizens’ enthusiasm for sports consumption still need to be improved, and the basic public sports service system still needs to be improved; Third, sports laws and regulations are still not perfect, sports industry statistics work is relatively weak, and sports industry-related management talents and technical talents are scarce.

  BEIJING, April 29 (Zhongxin Finance Gong Hongyu) China’s cross-border transactions "de-dollarization" set a new record!

  According to the data recently released by the State Administration of Foreign Exchange of China, the proportion of RMB in foreign-related receipts and payments of China banks rose from nearly zero in 2010 to a record 48% at the end of March this year, a record high in 13 years. During the same period, the share of the US dollar dropped from 83% to 47%.

  "The use of RMB in cross-border transactions in China surpassed that of the US dollar for the first time, which is another milestone in the process of reducing China’s dependence on the US dollar." Bloomberg reported this.

  The international "circle of friends" of RMB is growing.

  Since 2010, the US dollar has consistently ranked first in the currency proportion of cross-border receipts and payments in China. However, with the wave of "dollarization" in many countries around the world and China actively promoting the settlement of bilateral trade in RMB, reducing the use of US dollars is becoming a new phenomenon in cross-border transactions in China.

  Since March this year, many countries have successively turned to RMB settlement. On April 26th, Argentine Economy Minister Felipe Massa announced that Argentina would stop using US dollars to pay for goods imported from China and use RMB instead. In early April, Malaysian Prime Minister Anwar said that Malaysia’s central bank had started discussions with China so that the trade between the two countries could be settled in ringgit and RMB.

  Earlier, on March 29th, the Brazilian government indicated that Brazil and China had reached an agreement to trade in local currency instead of using the US dollar as an intermediate currency. On March 28th, CNOOC China and Total Energy, a French company, completed the first domestic purchase transaction of imported liquefied natural gas (LNG) settled in RMB through the platform of Shanghai Oil and Gas Trading Center.

  In fact, up to now, more than 30 countries, including Indonesia, Iran, Russia and Germany, have gradually turned to RMB for trade settlement or investment.   Why is the RMB "hot"?

  Wang Chunying, deputy director and spokesperson of the State Administration of Foreign Exchange, said at the press conference on April 21 that the increasing proportion of RMB in cross-border use will help reduce the risk of currency mismatch in cross-border transactions.

  "In the past, pricing and settlement in China’s foreign trade mainly used third-party currencies, which not only increased the foreign currency risk exposure and exchange rate risk of enterprises, but also increased the difficulty of the management and operation of national foreign exchange reserves and increased the risk of cross-border capital flow fluctuations."
