According to the presidential decree issued by the Russian President’s website on the 21st, in order to achieve breakthrough development, increase population and improve people’s living standards, Russia needs to achieve a series of national development goals by 2030.
In the economic field, by 2030, while maintaining macroeconomic stability, Russia will achieve GDP growth higher than the world average; The export volume of Russian-African resources and non-energy products will increase by no less than 70% compared with 2020; The scale of investment in fixed assets in Russia has actually increased by at least 70% compared with 2020.
In terms of education and people’s livelihood, the quality of Russian primary and secondary education will enter the top ten in the world by 2030; By establishing an effective higher education system and other measures, the overall scale of Russian scientific research and development ranks among the top ten in the world; Compared with 2017, the proportion of poor people decreased by 50%; The average life expectancy has increased to 78 years; The proportion of people who systematically participate in physical exercise has increased to 70%.
In terms of urban construction, by 2030, the Russian urban environmental quality index will increase by 50% compared with the current overall; In the Russian metropolitan cluster area, the proportion of high-quality roads that meet the specifications is not less than 85%; Establish a waste treatment system to classify all solid waste, and the total amount of waste transported to the garbage dump will be reduced by 50% compared with the current one.
In terms of digitalization, by 2030, 95% of public services with social significance will be electronically provided; The proportion of Russian families accessing the Internet through broadband is 97%; In the field of information technology, it has tripled its investment in Russian-made solutions compared with 2019.
According to the presidential decree, in order to ensure the realization of the above development goals, the Russian federal government should adjust the relevant national project arrangements before October 30 this year, and submit the adjustment results to the Russian President’s Strategic Development and National Special Planning Committee for deliberation.
According to a report by the Tass news agency on the 21st, Putin signed a presidential decree in May 2018, which defined Russia’s national development goals and strategic tasks in social, economic, educational and scientific fields before 2024. The new presidential decree signed on the same day postponed the implementation period of some national development goals from 2024 to 2030.
